Good question - The 'high tech' is in part what you'd expect from Ace Combat - things like some energy weapons, though albeit large and somewhat cumbersome ones, but still devastating, space-based kinetic weaponry ('rods from god'), large fixed railguns and the like, airborne 'fortresses', and other similar 'super-weapon' type tech, as well as some mention of things like genetic 'tweaking' and minor cybernetics being possible, as well as things like wider spread and acceptance of things like Supercavitation propulsion for naval vessels and submarines, thrust vectored engines, helmet-mounted displays, etc. Not all of this (in fact, very little of it) will be initially available to the players, but you'll have your own list of enhancements and mods for your aircraft to bring them 'up to scratch', rather than being obsolete. The main point is to make it a challenge, and overcome what the opposition has stacked against you. And so there's something to work toward, of course - starting off with all the best stuff wouldn't really make for a very long game.
