First : Yes that is fine. Just keep in mind genins are fresh recruits. Just keep them weak. They are meant to start very weak and then grow as the story progresses (and if you work for them. ;3 )

Second : Depends. The first is a D ranked technique. If you have read the rules, you can figure out that Genins starting with B ranked techniques won't be allowed. At all. No discussion is possible. Not even an impressive history will make that possible as the GM's look at the game balance as well.

Third : The Rinnegan isn't allowed and never existed, other than in the myth/legend of the Six Paths. This is an alternative Naruto universe. ;3

Fourth : That is cannon. In our RP universe, I think it never took place. That is why you should read the history to find out about such things. Its also very fun to learn about the villages. I can really advise it. ^^
