Brotherhood of Steel is more of an American thing. There won't be a British version simply because the Monarchy controls all the high tech sweepstakes. 2. Enclave again is more of an American thing so it won't really play a major role as they have their own problems with the Brotherhood of Steel, NCR and other factions. 3. There will be our own little version of slavers. Largely outside of the city bringing people in and handing them over for supplies, as the Monarchy put a halt to any kind of "unofficial" currency in a bid to regulate it to exert more power, however this currency is barely used inside the city and is useless out off it so they trade for supplies. Factions outside of the city will be limited, simply to due to the lack of disaster shelters and all the rumors and broadcasts still being transmitted from the Capital, while the net of the Monarchy will let people in they're not going to let you out. At the end of the day this is a world away from all the events that have happened in the games, I'm not saying there won't be factions outside there will be and once the Rebellion gains momentum maybe these outside factions will begin to play a bigger part.
