Even so... Currently it's a badge of dishonor for your character lol. 

I thought it was more so in the Elite Military in general than Covenant after the formation of the covenant between the Elites and prophets joining forces but because the arbiter never yielded to the covenant's ways he died as the most skilled warrior and a dishonored figurine... Or that's what I got from the movie your sig is based off of... :/ 

I could be wrong in this though lol.
