Now to lay out the opening,

All of the characters are present with in A.M.R.O's bunker. So the two new teams could have been present at the bunker from the start and they may have heard Angel's speech. By just listening in to that, they now know all the secrets hence they too are no added to the hit list. xP So now both the new teams have no choice but to hop on the Gemellie's band wagon.
