What I'm thinking is people will show up one by one and led to their personal houses, which they had the chance a few days prior to completely decorate through a computer program(Basically sims). This also includes any vehicles wanted, but a reminder that the town is a total 20 minute walk from one side to the other. In the front hall of each house is a little area with a screen and basically a mailbox. News, flyers and other things the subjects need to know will be broadcasted through here, as well as notes from other players. Its a mail system, basically.
