Olivia was not the logical choice for command, and she appears to be bewildered by it herself, but there are a number of potential reasons as to why she was chosen by the Council. Some of those reasons rests within her personality; things like "decisiveness, sophistication, magnetism, and confidence." The third paragraph of her biography also sets her up as the perfect leader for [i][b]this particular group[/b][/i]. It's something that the Council would have noticed over the years. When you have a power-house group like this, you need something beyond the traditional commander to lead. So, to answer your question: she was the obvious choice, but not the logical one, and it was not a recent decision. I can imagine that Thael would have been a better choice, and I would expect him to have some kind of reaction to all of this—short-term and long-term.
