He would rebuild their culture, their beliefs, their moral code, and their technology into a utopia. A world without crime, where they would be able to prosper without disease or horror. When the time came, a powerful Portal Matrix would be constructed, which would connect this world to the rest of the Imperium, and the trade between these groups would ensure mutual prosperity. Powerful AI systems would be set up to create a stable, objective and absolute governing authority, as well as an absolute justice system with harsh but necessary penalties.

Eclipse sighed heavily. He understood very well where Matthew was coming from, why he made the claims that he did, and why he was so intensely dedicated to his cause. He too had been human once, and it was true... they suffered. But the reasons they suffered wasn't simply due to the lack of concern of pure, immortal and powerful beings, or a god. It was just a whole lot more complicated than that. Eclipse struggled inwardly with what to say to the being before him. Finally, he thought of something. "I am so sorry." He started. He stood up slowly, appearing humble. "I don't know why that happened, but I can understand the desire to take control and see that it never happens ever again. But, if I may... no one can create 'Heaven' here in this universe, because love cannot be forced."
