Things can change, but we've been trying to change them for years. Afghanistan: 1979-1989. The USSR tried to do the same thing we did. They failed. Things got worse. 2001-2014: we didn't fuck it up as badly as the Sovs but we're not on the road that you say Afghanistan is. It takes more than 25 years to change a nation from what it is now to what you say it is. It's downright silly. America took about a hundred years from determining that black people were actual people to actually letting them vote. This was a hundred years and a far cry from rebuilding a nation's political culture from the ground up, from literally a loosely organized formation of tribes (hell, the current tribal assembly can't agree on anything at all) to a functioning nation. At this point, the pysche for a lot of them is "That dude over the next hill speaks Dari. We speak Pashto. He is the enemy. We must kill him and take his things." It takes a lot longer than 25 years to change that.
