It was likely, from the blind, and having to reorient herself, that Shio would be able to exit without concern, the battle moving to return to where it had been just a moment ago. Both had demonstrated what was likely their endgame tactics in this battle, so it was likely it would continue to stall out. Even if Kasumi could create another action in that time, Shio had her exit strategy still in play - but it was a card she wanted to avoid playing at this moment, should Kasumi turn out to be an enemy.
