Taliban's reign was destined to be shirt lived. And he, it didn't even conquer the entirety of Afghanistan. It just temporarily kept people in line by being so unimaginatively brutal that nobody knew how to react. Trying to unify the 'stan with anything less than that, like mellow liberal democracy, isn't going to work.
