She's capable of using it offensively if she isn't doing anything else, but she doesn't have the Taijutsu skill to really do anything truly aggressive with it. It'd also mean she couldn't use her Nara clan techniques while using it, limiting her to using the Scalpels themselves. As the technique mentions, she wouldn't have the skill to make lethal cuts, but could use it to potentially to cause some tissue cuts to someone that is in her face.
