No, she's not. She's a Chuunin with a dual-specialization. There is no viable way she could use it offensively. Kabuto, at a Jounin-level (at the least) could only cut tendons and muscle with it. She would have basically [b]no[/b] applicable use of it. As soon as someone dived in and she would have to dodge, she would lose the level of concentration it would take to keep it going.

Canon states that the chakra scalpel is a technique that some medical-nin can't even use, meaning that it has to be at least A-Rank. Chuunin specializing in Hiden and Medical-ninjutsu, most likely just recently learning Medical-Ninjutsu, is not going to be capable of using it offensively. She could [i]look[/i] scary with it, but aside from that, nothing.

The jutsu literally lets you cut people from the inside. >.> It's gotta be watched close. Also, much like Shadow Clone Jutsu and Mystic Palm Jutsu, it's what I call a 'testament" ability. It proves she is capable to a certain degree, and at her age and skill, she shouldn't be.
