If you were to try Adruis, you could even have players design their own mini-factions within one empire: one character plays the court, another the army, another plays pirates. That way there would be clear conflict with a clear goal and an even clearer disparity between the different capabilities of each player. Or...something. However I think you should ideally stick with large scale or small scale exclusively. In principle having a mixture of the two sounds appealing, but people who choose to play nations over factions soon develop an e-penis power complex, even if they assure you they won't. Your ideas definitely have a helluva lot of potential, just add a little twist to the NRP genre and you'll get people flocking. I know I will :)
