Notice the panelling being tiles, not the wood of 3-2. Notice the indent on the ceiling above Hanako's head, which are designed for floursecsent bulbs, not screw-ins. And it's heavily implied to be set up directly for the vision-impaired students, such as Kenji and Lily. It's not that big a stretch to imagine a similar style for a class one year younger dealing with the same problems.
