They don't build structures like the Imperials do, they don't rely on wood in their buildings, plus since Valenwood is ally of Morrowind, it is expected that Dark Elves would respect and comply with the Bosmer's culture.

Regarding the Altmers, not all of them could have possibly moved to the tents. I mean, its war, not everyone could have moved midst the chaos.
