As far as the Navy goes, the Aldmeri Dominion has always been one that struck awe and terror into the hearts of their foes. With that, at the least poetic indulgence, these ships would be made of wood and armored with some lightweight metal, while the sails are made of something that would resemble insect wings. Altmer ships are equal parts art pieces and weapons of war. Firing something along the lines of Greek Fire, but with some type of fire that burns extremely hot, and not to mention their naval battlemages...don't even get me started...

All in all, with a Navy such as this, you wouldn't need too many ships. Something below 1,500, but something that sounds appropriate.
