Your origin doesn't exactly cover that very well, so here's what we'll do: You can use this incident to unlock Stage 3 of the Sharingan, but there's too little information on his growth with his Kekkei Genkai to warrant you having the most powerful form that doesn't involve an eye transplant. Sorry, it makes us uneasy, and the Mangekyou is a lot of power. Doesn't help that if you're suspected of killing a fellow Uchiha to awaken it, the Hokage, who is an Uchiha himself, would likely hesitate on seeing you progress unless you could explain what had happened in detail with a good team nearby knowing that what you say is truth and not fabrication.Jounin isn't given based on power alone. You need to show excellent qualities in leadership and have a level-head, as well as the skills to get the job done. To that end, I don't think your reasoning for reaching Jounin is acceptable and I'll need to ask you to find another way to make it work or settle with Chuunin.
