Light nor dark can actually command them. They do have free will. However, light and dark are inherently more powerful each. ( think greek gods )

Just for clarification do you propose to open 3-4 more elemental spots ( keep in mind zephyer is a set of twins, so one could be good or bad depending, or whatever they want to do. Free will. ) or, do you wish to corrupt what is already here, or a combination thereof?

Also, I introduced a character I intended to be darkness's chosen form, Sullivan. If you want him, otherwise, make your own. As I'm sure you understand light and dark are not subject to merely one form.
