No, they were receiving little interest, so I removed them to lighten the work load. 

As for being busy, it depends on what kind of busy. I will automatically assume command of absent players, if they are attacked by others, or if they leave me with instructions. If you're going to be gone for days at a time, as long as you inform me, we could possibly reach an agreement. If its weeks at a time though, it will become impracticable.
