Bell can't turbo duel because she wouldn't be able to summon her dragons quickly without the deck's spell cards. I suppose I could make her another deck just for turbo duels though... Hm, I might have to think on that one.

Edit: Just watched an episode of ArcV to try and understand action duels. Someone kill me now.
