Also guys I forgot to mention. Now the main story line for this chapter will revolve around the Circus. They are a group of strong Alchemists who at one point made a living as entertainers. Due to the potential this faction had A.M.R.O had dubbed them a threat, but they had no incentive to initiate an attack. Two years ago the Circus mysteriously disappeared and even A.M.R.O couldn't track them down, despite all their technological/alchemical knowledge and political influence. 

Now suddenly A.M.R.O has caught wind that the Circus will be hosting a show in Vegas. The initial teams were sent to investigate this, before the who Forsaken Kings fiasco.

Now anyone who is interested in creating and playing a villain, is allowed to form a character of their very own. This character will be a member of the Circus and they will be antagonists (not necessarily evil) and powerful ones at that.
