You said it was an entirely friendly rebel area, and it's basically 99.9% rebel friendly so you're pretty much right. The problem is that he's half your age, at a ramen stand, in the middle of the day, with an 'Empire' seal and you're tempted to draw out your scrolls as if he's threatening you simply by sitting beside you. Now his mistake might've been figuring out that by disliking him based on his Empire seal you're automatically a rebel, and then somehow figuring that because Takeo engaged her in small talk, that he was a rebel too. Now that is a CRAZY assumption and anyone smart would've told him he's overanalyzing this based on Matsuka being ridiculously paranoid with a kid half her age in a ramen stand, BUT you made that CRAZY assumption probable because as soon as Takeo showed up you were trying to keep quiet. You signal him in silence hiding your hands, and then immediately after he steps out you follow him and keep your voice low, implying you have something to hide from him.

So Ryo was insane for his assumption as he had very little to back it up since the Empire isn't popular, but your actions made it so everything crazy he thought of seemed more and more real. But again, who's going to believe him? Heavily-rebel friendly zone, no one's going to sell a rebel out, and all he has is a 'guess' and that's not going to be enough for anyone smart, so that basically 'saves' you right there. See what I'm saying?
