Yes it is a typo, thanks for pointing it out I'll go sort it out. Basically, the Apox centre was used to house the hardened criminals and those considered "highly dangerous". Out of sight, out of mind so to say. So yes, for some they were there awaiting trial. However, unbeknownst to the criminal, once you're in Apox you're not coming out. So some where in there having not faced trial. If that makes sense?
