On the topic of Mexico. It is not in the realm of possibility for them to meet those expectations of "stability" within fifteen years. The only nation with more than 4k income a turn is the United kingdom. I don't think it is even possible for Mexico to bypass my own income of 1400 by then.

If there is to be some sort of realism established here there is no chance the Mexican people would stand for such an agreement. The UK controls a vast majority of land and resources and they are just barely above 4k.
