Baseline humans (and Knight holders) stats are 1/1/1.
Also, if you're talking about human using magitech weaponry, yeah, they can, but any result is taken from their stat (that 1/1/1). Unless it's stuff given from an ability that specifically does that (Hello Lady, why're you running from Remia? :p)
