Anybody at all can use Magic, human or otherwise. Only shapeshifter can, well, shapeshift. 

The forcefield is a dome that is created and maintained by a group ritual, everybody within contributes a bit of power to it every week or so to keep it running 

Things are banned on a case by case basis, I can't think of anything off the top of my head. Though magic is limited by practice
