Is the Enclave even still a thing after the events of Broken Steel? I don't doubt that there's probably a few bunkers left here and there, but East Coast/West Coast/Central America Enclave has pretty much had its command structure stomped flatter than all the soda lying around the wastes, and both the NCR and the Brotherhood of Steel have shoot-on-site policies concerning them.
The premise of my character was that he was jailed shortly after the Purifier battle but before Broken Steel trashed the organization. So he used the chaos surrounding the events to escape while he still could. He's still hunted by former members of the Enclave who held their grudges against him (whether they're doing it for personal reasons or if they still believe that the Enclave is a thing), but otherwise it's very fractured. Even beforehand, there was factionalism developing between people who wanted to keep the Enclave like it was (kill mutants) or to go back to what they were taught about America (the Enclave is a continuation of the government so it should be free and democratic unlike what was happening.) I put in several mentions in the Enclave "Internet" of sorts (nationwide communication network bounced off of some satellites) that this was developing into a full scale war in places like Canada and Alaska where the Enclave still had a large presence (not touched by prior games.) A lot of bases built for the Chinese invasion there were commandeered by Enclave units after the Great War.
