[/quote] Pretty much in simpler terms, its so we have a cushion effect for in case someone leaves we can still operate on at optimal standards, then as we lose and gain members (as guaranteed with a Fallout RP due to death or people dropping) we have a set number we have but as people enter and exit we still work.
