Yes on villains. You can play as many as you want since we need at least 2 villains other than my main ones.

Limits on pokemon. Only six in party at one time as many as you want in PC. Types of pokemon no legendaries only the higher ranking main villains have shadow legendaries since all legendaries have been turned shadow except Lucia celiby and ho-oh.
For My C.S. can I "create a city" that my character has come from?How do pokemon moves work?
For cities feel free to make up a new one. As for moves they will be 4 to a pokemon but act more pike the anime than a game. No insta hits.
