Joshua knew King Candy couldn't risk cheating in this race, not with everyone in the game watching it like a major league struggle tournament in Twilight Town. If he did so he risked exposing his little scheme. But see as to how there already was more cheating going on then was needed, he really guessed some less then subtle meddling. So even if King Candy managed to stay on the track Joshua opened a CoD right in front of the damn King and take him straight to Narnia

That being said he opened a CoD around them. He lead her through the Realm of Darkness and when they came out, they would be where he had dropped King Candy off: In the White Queen's castle. Since it was a building with narrow halls and little to no room to maneuver a cart, King Candy wasn't likely to be driving very far. Joshua used the Kings inner darkness to sense him and led Belle straight to him.
