I'm not entirely sure... I'm honestly thinking Hawaii would be fun to try and industrialize...
Maybe Papal States.
Or if the situation in the RGBI goes south quickly I might choose something that was once in the UK...
If I have to go with more prominent nations I might go the way of Holland or Belgium.
