Mortal of any allignment you want (just keep it [i]reasonable.[/i] We don't want madmen running about. He can be completely cold and careless if you want, but a madman isn't fun or interesting to interact with), or a God that is, inherently, good. 

You can choose between those two. Other "beings of power" do not exist.
