The Bureau has no affiliation with any particular country, but they work with the government of whichever country they are currently being hosted in and are bound by the laws of said nation. All agents are selected from various locations worldwide, and yes we will travel the globe. 

Your character may have whatever disabilities/personal quirks that you choose. If your character possesses qualities that are valuable to the Bureau, I don't see how it would affect their being chosen.
