The cold sort of relations. France screwed over the Netherlands a lot during the Napoleonic Wars, and the Dutch decline was then aided by an empire-hungry Britain seizing many of the Netherlands' colonies. Mind you, that was fifty years ago IC, but I don't imagine things have changed much as far as attitudes go.
