I'm glad that someone else is up to the task of making the OOC! In regards to your questions:

1) I think it should be based in a large home-like facility, since the impression I got was that parents could just send their kids to live there if they didn't want to deal with their issues, though perhaps it could have camp-like programs as well, for those who just need counseling for a short period of time, if that makes sense.

2) I really like that idea, actually! Like they counsel the kids and give them someone to look up to.

3) I assume someone will, though I'm not sure who.
