No. The Stat listed next to a Talent shows which Stat enhances it. For instance if you have Apt 4, then you would get a +4 to all survival rolls. It is also the score used for straight rolls of Talents that are untrained (and that can be used by your chara). For instance if you have no ranks in survival, but an Apt of 4, then you would get +4 whenever you make a Survival Roll. Your total score for a Talent (what is added to the result of your roll) is equal to Ranks in said Talent + Stat Score for said Talent + any other bonuses you have (from Traits, Synergy, or other things. It is possible to even get in game things that give bonuses). So if you have 6 Dex, and 5 Ranks in Melee Weaponry, then you would get a +11 on all Melee Weaponry rolls (as that is your "Talent Score"), meaning when you (and by you, I mean I make it, I make and perform all dice rolls then tell you the results) make a Melee Weaponry Roll the result of your roll would be the result of the d20 roll + 11.
