That could work... It wouldn't limit what sort of characters there can and cannot be. I could also create scenarios for both the soldiers and the survivors =). The interaction would be interesting as well. Like: "Would you as a survivor really trust a gas-mask wearing soldier promising you safety after the city was put into such harsh quarantine?" or "Would you as a soldier believe it worth it to risk the life of yourself and your squad for an uncooperative survivor?"
