You know, I think this is where the effects of sea water on devil fruit users (And even sea prism stone) are really murky. Because there are lots and LOTS of instances of Luffy still having rubber powers when being affected by both of them. Since his whole body is rubber, this would also mean that all logias, ahving their bodies made up of something as well, would share in this ability, but they don't. So body changes don't seem to count, but fruit type. After all, chopper still stays in his semi human form when he hits the water, instead of turning into a reindeer like he should. So maybe only Zoan and Paramicia types keep their powers in water, and Logai lose them to offset a Logia's natural immunity to pretty much most things that aren't haki.
