Anko and Hayate are both [i]tokubetsu jounin[/i] or Specialized Jounin, if you will, and their power levels are far from each other. Very far. Hayate (haha, Gekko (lame nerd joke)) is specialized in Kenjutsu (Sword Techniques) [i]and[/i] in tracking/steath skills. He has a dual specialization, which is rare amongst [i]tokubetsu jounin[/i]. He is actually [i]very[/i] powerful. As for Anko... If we forget about the creepy snake for a minute (as if I ever could *shudders*), she is specialized in the use of senbon (ninja needles) and she is, according to the other ninja, one of the best at the use of these. Uhh... [i]Tokubetsu jounin[/i] might be "weak" compared to regular jounin, but that is because they are specialized in a single area, which they have perfected, rather than having a little bit here and a little bit there (Kakashi being the exception as he masters everything he does by Gary Stu-ness).
