@Saffron Plenty of sailor options, the military is a smidge limited, simply due to the lack of a lot of threat. Soldiers either guard the Silver Pass Gate and the small dirt road that winds through the forest leading to the city-state, or the are part of the Navy and protect the city, bay, and surrounding areas from Sea Monsters, pirates, etc. (Soldier + Sailor if you wanted :P )

Indigo as a whole is open to other races, humans are simply the majority. What race did you have in mind?
