Did you give him everything you ever had or just parts of it? Because if it's just part of it he might not actually be able to implement it, and also, it actually takes time to replace all your technology and might be met by opposition. After all, you did just sort of take a dump on anyone who's been developing and testing a new technology in the recent years, as well as anyone who's a manufacturer and now has to implement a new piece of technology after having just implemented some, or anyone who makes a living making the old technology and would now have to learn everything about the new (Which isn't like an upgrade from phone to phone, it's sort of an upgrade from 1700 tech to 2014 tech to make that comparison for you, and in addition the technology is entirely alien, which probably doesn't follow the same design conventions so that's yet another thing to learn) It'll take time to implement :P
