The Netherlands invaded Belgium, and Prussia sided with the Netherlands in its role as mediator.

Turns out that half of the Treaty of Constantinople wasn't publicly known to the European powers that weren't signatories, such as the Netherlands, Spain, Greece and Italy. We found out about this after Prussia spilled the beans.

Some of the signatories of the ToC (Britain especially, in all likelihood) are blockading Prussia and the Netherlands and demanding that the Dutch withdraw from Belgium.
