The 11th Doctor was looking at him. He didn't think it was a good idea to mention the whole plan infront of the Daleks. He was thinking though.
The time lord did seem ready to cause the exposion. He was looking for the quickest way that he and one could escape if he did. He seemed to be planning as he went.
