It's not really important. What is important is that they were [i]very[/i] advanced and blew up every single human-occupied planet they came across, which was [i]presumably[/i] all of them except for Brahma. Humans are pretty advanced, but they have obviously had some setbacks. I don't think we should go too in-depth on what human technology is like though. We don't need to make things more complicated than they need to be, or too limiting. I will probably allow people to get creative with technologies as long as it doesn't become overpowered or unrealistic. That said, I will obviously be stamping out any attempts to create crazy technology. If something sounds like a stretch, or doesn't really fit with what humans should have (or is OP and unrealistic), I will probably not allow it. I don't want to force people to follow a set of very strict rules when it comes to what they can have though, because then I become dick-tator. The rules, which I have written and saved elsewhere, make it clear that, while I'm open-minded, people should be reasonable. Obviously you can't have death-rays that can zap planets dead.
