Could perhaps a group technically "own" land, similar to that of a nation? Not exactly governing and having national rights and control over it, but just having the land where anyone that isn't wanted is trespassing and the like. It would be nice to have a sea-based group with territory here and there along the coast of the Atlantic Ocean for refueling and the use of secrets stuff, if there are any.[/s]
