[here's my thoughts on it, Vladimir is a vampire of the undead type, meaning he's about as alive as a zombie so he is a walking corpse. his heart is no longer beating and technically none of his internal organs are actually working so through some unexplainable force he is still walking around and talking as if he is still alive. he can think but his brain is still not alive, so it is some type of magic or demonic power that makes this possible. So in my opinion Miss Martian and Manchester Black could sense his thoughts but they wouldn't be able to get in his head since it is not functioning like a living entity, and both of them have the organic type of telepathy which means it wasn't gotten through sorcery or any other supernatural means. so unless they use telepathy that draws power from magic then I don't think they would be able to read Vladimir's mind.]

Vladimir looked at WIsp like he had said something rather odd.

"I do not understand the reason for saying something random like that" he said to the ghost.
