A sharingan can copy and use ninjutsu/genjutsu if:
-the Uchiha has mastered the element type (ninjutsu only)
-the Uchiha has the chakra control
-the Uchiha has the chakra capacity
-The Uchiha understands the technique (Example:Ridiculously complicated jutsu like Hiraishin and such are beyond their comprehension so they cannot use it)
-the Uchiha is physically able to perform the technique
-and the jutsu is not Kekkei Genkai

A sharingan can copy and use taijutsu if:
-the Uchiha's body is physically capable of performing the movement.
