Question in this regard,are you saying inform in the OOC? Or through the writing of the IC post? Typically in the past when I've done combat, if I use a technique/set up a technique I will explain that in the IC post and leave it to the maturity of the opponent/LAW of the GM to determine if the opposing character was able to dodge/beat/figure out the setup. Just clarifying!
