Well that's all finished. So who wants to start this puppy off?

Actually, how is these two even decide to work together?? Shade has no idea who Terror is seeing as she has never dealt with him before, then Terror is a villain primarily. Did one of them just run into each other during the initial appearance of this new villain? Did the mayor decide it would be a good idea to put them together to stop this new menace? Or did one of them seek out the other, though in shade's case she would have heard of some mystery hero in town and decide to find them to help?

Any ideas?
